of the EL – Network of the regions

§ 1 Programmatic bases and aims

The members of the network of “Ständiges Forum der Europäischen Linken – Der Regionen” (SFEL-R) are bound to program and statute of their party and to the program of the European Left.

Aim and purpose of the cross-border and regional cooperation are the declaration of intent and the determinations for qualifying of the political work in terms of internationalism and solidarity made in the framework agreement.

§ 2 Working principles

In the network different structures and formations of socialist and communist parties work together in friendship and organize on their level various events and forums in terms of the action program of the European Left. Equally, despite their different status within the EL, they form a Coordination Council of SFEL-R, which decides biannually a political calendar. Its realization is made in responsibility of the particular party formation. Necessary financial resources for the fulfilling of the political calendar have to be considered before the decision and coordinated with the host and the appropriate executive board of the own party (structure). The network is part of the political and organizational work of the own party (structure) within the European Left. (ELP)

§ 3 Elections

The legislative period of the political spokesperson of the Network SFEL-R, the coordinator and his deputy coordinator is determined to two years. Their election is made by the Coordination Council. The members of the Coordination Council are chosen in coordination with their structure or formation of their own party every two years. This can take place by election or on behalf of the structure of the party.

§ 4 Individual members

Individual members of the European Left and sympathizers of left parties are integrated into the network without limitations and a gain in the political work for a peaceful, social and just Europe.

§ 5 Public relations

Publications in newspapers, in the internet or other media have to be made in responsibility of the own party. Publications or declarations of the SFEL-R need the approval of all members of the Coordination Council and shall not disagree with program or statutes of the own party. The Coordination Council is nominating an editor for publications in the internet. The political spokesperson is responsible for the public appearance of the SFEL-R. The webpage www.sfel-r.de needs the active cooperation of all members of the network and promotes the political work of SFEL-R and the particular structure of the party, their work in the EL, their solidarity and their international acting. It also provides information with particular links about publications of the according structure of the member party.

§ 6 Coordination Council

The members of the Coordination Council are accountable towards their referring structure or formation of the party and towards the SFEL-R.
The Coordination Council is summoned by the spokesperson or the coordinator/ deputy of the SFEL-R or on motion of a member.

 

Meetings of the Coordination Council are public. Guests can get speaking time by decision of the Coordination Council.
Only the elected members of the particular structure of the parties are allowed to vote.
At ballots the principle of majority rule is used, regarding to all present members, excluding declarations and publications in press or other media (§5).
Controversial questions can be solved in individual talks and be brought back to the schedule of the Coordination Council again.

The Coordination Council is responsible for realization of the framework agreement and the biannual political calendar. Its members represent the particular formation or structure of their own party. Its meetings are held in place rotational in the particular territories of its members. Current actions in the political work of members of the SFEL-R can be taken over by single members of the Coordination Council without ballot as it regards especially actions of political struggle and solidarity.

Bilateral relations between parties are not affected by the statute of the SFEL-R.
